The project contributes to accomplish the overall objective of SOP HRD which is the development of human capital and increased competitiveness, by linking education and lifelong learning to employment and providing enhanced opportunities for future participation in the labor market a modern, flexible and inclusive of 1,650,000 people.


The project aims to develop a system in the addressed sector, a high quality assurance system in CVT, through investment in training of assessors, evaluators to validate prior learning, and through the development of facilities to ensure continued participation in a high quality education, employment market related, by observing the principles of lifelong learning, the purpose of the overall objective of Priority Axis 1 - Education and training in support of growth and development of knowledge-based society.


KAI 1.4 promotes an approach such as "lifelong" education and training (validation of prior learning centers) by supporting such centers and institutional capacity development of appropriate structures.


The development of sectoral committee capacity, of such centers, training of evaluators, methodology and required tools are a central goal of this project.


The human resource training to meet competence needs of sectoral experts to develop and implement mechanisms to evaluate and validate competencies, certification of qualifications and competencies at national, sectoral and industrial level made in the project, ensures the development of vocational competencies of the staff from the assessment centers established through the project.

●  Development of the institutional capability of the Sectoral Committee (SC) to ensure the quality of validation of prior learning, through professional development for its staff.

●  Development of procedures and tools and validation of two new occupational standards in the approached field, to support the development and implementation of NQF.

●  Development of institutional capacity through the development of assessment and  competence certification centers, supporting the structure and the improvement of the certification system of prior learning, and training of sectoral evaluators in the approached field. By strengthening institutional capacity and conduct of training activities, by developing procedures and tools necessary for validation and certification centers of prior learning , the lifelong learning and recognition of previously acquired competencies is encouraged.
